Yes that brings up another area of inefficiency, the end of fiscal year money. You see it it government agency, public schools even within decisions of public traded companies. If they don't spend the money by eofy then they won't be allocated as much next year. Good time to buy furniture, printers or dole out some small project grants. If you are good at grant writing this can be easy money. Basically they are being penalized for being efficient, hence one more reason why we shouldn't expect efficiency in government.

That is unfortunate.

In an ideal world everyone would be accountable and do their best to root out excess and improve efficiency thus needing no oversight. If you've never done work in government or associated with you probably don't understand what goes on. In just grant work everybody pads their proposal by 30% because they know the granting agency is going to cut the approved budget by 30%. If there's a hard max cap on projects you write a proposal with budget equal to the max. Well ok not exactly let's say max is $1M you make sure you budget is $987k.
