So no matter what we do homeless folks will refuse to work?  Sound like a lost cause.

Some will. Some won't work effectively or safely either. Theres a thing out there called mental illness. Some are also physically or mentally handicapped. Ya still gotta treat them humanely. Bottom line.

Solutions to homelessness are complex.  Simply saying "get a job" isn't constructive.  Some are disabled, others are too old to work and no relatives to reside with.  Still others have jobs but cost of living surpassed their earnings.

I know a ~60 old guy used to be a homeless drug addict in Florida.  Now he's in central US drives 30 miles each way every day to get to farm location work.  Short term memory not good nor can handle complex operations but has learned a couple heavy equipment operations to become productive.  If willing to work there are jobs.
