I've seen this being talked about, but don't really understand what it means.  Does it just mean the universities can now pay athletes based on the revenue they make?

Yes, there is a formula based on a percentage of certain revenues made by power 5 schools that then applies to everyone who opts in to revenue sharing (it is mandatory for power 5 schools). This year the estimate is $20.5 million. The schools can split that however they want.

gotcha, so every school that participates in the revenue sharing gets a piece of the 20.5m and they can divvy that up across sports?

Almost. The $20.5 comes out of their own pockets, which is why so many schools are talking about new ways to generate revenue. They can pay any amount they want between zero and 20.5.

The scholarships is a separate thing. They got rid of scholarship limits in all sports and instead went to a roster limit. Wrestling has a roster limit of 30. Schools can now offer anywhere from 0-30 scholarships now instead of the previous 9.9 scholarships and "unlimited" rosters.

The revenue sharing agreement allows schools to provide up to 20.5 million (rising in future years) to their athletes. They can split it up however they want. Most of that will be for Football, Men's/Women's bball.

He is saying that Cael opted to have the school give him 30 scholarships instead of providing any of that revenue sharing to his athletes.
