If forced to pick I’d give Haines the advantage by a hair but in reality it could go either way. Both athletes are extremely good.

He’s insanely good but I’d put him in the top 15 rather than the top 10. It’s just my opinion, though, and my opinion literally doesn’t matter. But he’s clearly super elite.
