They’re on the feet dumbo Ragusin was technically still on top, so the instant they became grounded in that scramble a chest lock is locked hands. This is a mistake top wrestlers make all the time during these types of scrambles. If you’re on top and a shot finish type scramble gets started, you can only crotch lock, no chest wraps.
