Is a portal poach possible?

Let’s say Nagao announces Iowa. Could PSU poach him away before he arrives on campus or would his commitment to Iowa be everlasting?

Depen ds on if he signs a letter of intent.  If no, any team can step in.  If yes, he'll need a release.  Since its through the portal if he signed the letter of intent, he would also need to have the NCAA approve the release otherwise lose a year of eligibility under the recently adopted rule from the NCAA.
