Is he a good salesman but a dick of a coach? He seems to recruit rather well and develop as well having some guys who AA early career like Buchanan, Volk and Novak and others qualify early on but transfer out. I feel this might be more than NIL as he loses way more guys than schools like Utah Valley, SDSU, Oregon St.

I'm not sure of the details regarding the drama between Buchanon and Wyoming, but IIRC it was a dispute over a redshirt that boiled over into Buchanon leaving. Volk went back home to a school with more NIL money, and I haven't heard anything about Novak transferring, especially after getting a training partner in Carroll.

Also, Laramie is not for everyone. It's definitely possible that some kids don't enjoy living in a "city" with a population of 32,000, especially if they're aren't big outdoorsman. It's one thing to think you'll enjoy it, it's another thing when you actually spend a year or two there and find out it's not for you.

It’s always possible, but the only two schools that would be more geographically remote would be Alaska and Hawaii, and they have the ocean.

It is a special acquired taste to enjoy a region that even many red blooded heartlanders find tiresome.  Southern Illinois is a booming metropolis comparatively.

Ware left because they didn't get along, Ware felt he deserved a "bigger role" at Wyoming. Buchanon left because him and Ware were tight, and OU could pay him a little money. Branch is not necessarily a d*ck, but he is hard to get along with, AND Wyoming doesn't have a ton of NIL money. Branch does pretty good recruiting, what what he has, but hard to keep them with NIL.
