Iowa isn’t paying anyone anything for nil.  They’re not paying any more $0 than psu or Mich or anyone else is. External Third parties are.   You have no idea what third parties are paying or making off of their investment.  defining the r or the i in roi is silly.   How much roi did psu get out of nagao or truax ?   Same $0.
