Keegan O'Toole was ineligible to be ranked two weeks ago and those 2-3 coaches who did not have him ranked I assume just submitted their same ballot as the previous week without looking to see if anybody new became eligible.

Oh yeah. Two or three years ago RBY and Kerkvliet were left off ballots when they were clear number ones. The story was the same. Old lists were accidentally used. It would seem that bug is still in the system.

Wow, seems crazy there are only 4 allocations left per weight and the conference tournaments haven't even been held yet.

Uhhh, that's how it's been every year since they started this method. It's not about the kids that earned the pre-allocs, it's about the conferences they belong to. That's also why they don't publish the names. Then the post event quals are by name.
