Shadow government sounds a lot more insidious than shadow cabinet which is a feature of a lot of governments. 

I'm not altogether clear on what they do other than issue press releases. 

I don't think it would work in our system. In the UK the shadow cabinet is made up of MPs, who may would be likely candidates to hold the position they're shadowing in a new government. In our system, unlike in the UK, our cabinet is made up of people from all over not just Congress. 

Our parties seem to be significantly weaker than in the UK and other parliamentary countries and I don't think either could display the discipline necessary to put this in place. Nevertheless, I don't think we will want for politicians releasing press releases saying Trump administration policies are bad and theirs would be better.

Is this something the dimocrats intend to do on their own or do they think Republicans will join them?  Might be a case of impersonation if they proceed on their own.
