Yes, that's exactly what he was trying to do (except he had a much stronger case).

Trying to overturn an election is not a bad thing. It completely depends on if you have evidence the votes were incorrectly tallied or fraud occurred. Trump's legal challenges failed because he did not present compelling evidence of that.
