There seems to be a correlation.  

My friend who worked and lived in Saudi Arabia lived on a compound for expats.   It was a nice place and the elementary school was off the compound but right across the street from the compound.   They all drove their kids to school even though it was just across the street.   Why you might be asking yourselves?   Well, there were Saudi men waiting just off the school grounds that would sexually abuse the boys and the girls.   I was shocked but he swore it was true.
