The policies don't come until later. Hitler's actual policies weren't obvious until after they occurred. Also, what Trump would like isn't the same as what he can get away with, so there are certain things that he won't even try. However, you can tell what he's thinking by his hateful and violence-inferring rhetoric. Hateful toward anybody that opposes him.

Aaaah ok.  His master plan was to do 4 years of not hitler policies ……. Lose the election.    Win again and then become worse than hitler.

He won't try what he can't get away with, but he's certainly pushing the envelope with violent rhetoric (and repeated talk about imprisoning several of his opponents) and trying to consolidate unprecedented power (e.g give him power over the federal reserve and eliminate civil service protections for federal workers).  

Hard to imagine him trying to do more than what he's doing right now.  

As far as last term, he committed dozens of felonies (at a minimum), tried to overturn the 2020 election and incited the January 6 riots. You must have very low standards. That's putting aside his atrocious policies.
