Stalling is what happens when a penn state wrestler can't score an offensive point but obviously needs to win. The lilledahl match was even worse than the Haines one.

I still would rather resolve stalling with a restart with choice (like after injury timeouts) given to non-offending wrestler.  That would allow the offending wrestler to be put at a disadvantage, but the wrestlers would have to score their own points instead of refs awarding them.
