  3. What doesn't make sense? Some schools know they have a good 'pincher' for it. Other schools don't chance it. This runs rampant at every level there are alpha certifications. Some will do it as early as they can, and some make their guys get down to the weight and have ZERO fails along the hydration portion of it (interesting, huh?). It is also why we see stark contrasts between teams like Iowa State and Penn State with their certifications. Hell, the reason for the failures of the gents for Iowa State, I would wager, are due to hydration.
