If "peaking" were a real thing then one would be able to identify it before the event and the prognosticators would do a much better job at predicting NCAA placements. Instead, it is only until after the event is over that those are identified as having "peaked".

There is no such thing as "peaking". It is only used after the the fact. If you do well then you are said to be peaking, if you do poorly then you are not.
