While that is interesting, it is not what the indictment is about. You should try reading it. It won't take long. It is a page and a half long, including the header. Remove the header and it is a page long with a whole lot of white space. It loiks like a term paper written by someone who slept through class all semester. 

The indictment refers to the events that occured on Sept 30, 2020, more than three years after the events in the OIG report. 

And the OIG referred their report to the DOJ for prosecution in 2019. Trump's handpicked insurance lawyer decided not to use it in her indictment, which probably tells you what you need to know about it.
