It wouldn't surprise me if stalling is called 5x more in the last :30 of a match than in the previous 6:30.

Nothing is more infuriating than a wrestler who hasn't done anything all match puts a sprint together in the last 30 seconds and the aggressor for the first 6:30 gets hit with stalling for defending. You can nearly guarantee that if a guy has a warning and the lead, the ref is going to hit him again in the final 30 seconds, regardless of what happened the rest of the match.
