In general it seems like they don't send someone to Worlds unless they feel that individual will represent well; so usually if you see a North Korean at worlds you can expect them to at least be of some quality

i don't think they're generally allowed to train outside of north korea but it's a decently sized country and every once in a while you get a world-class athlete that seems to appear out of nowhere from their domestic system
