When I participated there was the optional start method at the beginning of a period or from a restart situation. Later, wrestlers were able to signal to the ref to go neutral without having to go to referee's position. I didn't participate collegiately but attended some events and noticed that wrestlers will let someone loose after that minute of riding time has been met.
