So it looks like the Bulgarian federation is actually following through with some of the things they promised to enact. 

Novikov and Milov  were not at these past world championships. Mamedov is also embroiled in this developing situation. 

Novikov gives these aggressive and defiant statements. I don't think he is doing himself any favors by being so indignant. He is as pure of a mercenary as they come.  Milov is a unicorn, an ethnic Bulgarian who can medal.  However, he is allied with the old Ossetian coach that the new leaders purged. So both of them either boycotted or were kept off the team.  

This whole situation was getting ridiculous. Not only were the coaches all becoming transfers, but emigre clubs stated forming that were holding practices in foreign languages. I think the Bulgarian federation can point to Hungary's home grown team, success and then contrast that to the old  30+ year experiment of invest in foreigners, ignore local. 

What does this have to do with Iran. Well, Iran is starting to get more wrestlers transferring out. And with their new strong performances in Greco + depth, one of the original and most flagrant mercenary teams taking a stand against the transfers could be the start of something broader.

Bulgaria is really the exception rather than the rule unfortunately. Azerbaijan, Serbia, Hungary, Bahrain and now Qatar are still options for foreign wrestlers. In some cases it makes sense for example the Amine brothers and Micic because they actually have ties to the countries they represent. However, for the vast majority of the cases it is an actual joke. The only solution is for UWW to allow multiple wrestlers from each country compete. This way it would not only improve the quality of wrestling in tournaments but also stop this circus show from continuing.

The UWW - under Russia's behest - has already started to curb the transfer bonanza that is happening in international wresting. It is a phased process so the effect will be known maybe in about 3 to 5 years, or actually fully when the current transfers retire and the new ones would have to adhere to the new rules.

These are the new rules and key provisions are --

In order to prevent any abuse, a country may receive only one foreign wrestler who applies for a change of nationality per gender per year across all age categories

1. In order to prevent any abuse, for the years 2025 and 2026, a country may only participate in a competition under the authority of UWW, such as Continental or World Championships, with a maximum of two (2) wrestlers who changed their nationality, providing they enter at least the same number of wrestlers who did not change their nationality, per style, per age category and per event.

2. In order to prevent any abuse, for the years 2027 and 2028, a country may only participate in a competition under the authority of UWW, such as Continental or World Championships, with a 2 Or any official equivalent system. In case a National Federation does not have a licensing system, the participation by the athlete in three competitions sanctioned by another NF in the past 5 years shall be considered as equivalent. 7 maximum of two (2) wrestlers who changed their nationality, providing they enter at least two (2) times the number of wrestlers who did not change their nationality, per style, per age category and per event.

3. In order to prevent any abuse, for the year 2029 and following years, a country may only participate in a competition under the authority of UWW, such as Continental or World Championships, or Ranking Series events, with a maximum of one (1) wrestler who changed their nationality, providing they enter at least four (4) times the number of wrestlers who did not change their nationality, per style, per age category and per event

I don't think the above provisions are retroactive, so  the above applies to new transfers, not the wrestlers who have transferred in the past.

Thanks for that. It seems like UWW is stepping in the right direction with regards to these transfers. It would be much more worth it if these countries brought in coaches to train their own wrestlers as opposed to importing them and it would also make the competitions more exciting in the process.
